It honestly doesn't matter why she did it, the fact of the matter is that it's not an issue with her moving the documents (she knows how to do that perfectly fine and has clearly done so in the past, as I'm sure many of us have), it's just a feature that The Elder Scrolls Online currently lacks that would be of great benefit to it in the future.
